This document assesses the implementation of the existing strategies and the relevant legal framework for Preventing and Countering Violent Extremism (P/CVE)  and Rehabilitation, Resocialisation and Reintegration (RRR) of Returnees Foreign Terrorist Fighters (RFTFs) and their family members. The report includes the results from the analyses on the implementation of the National Committee’s Strategies for Countering Violent Extremism and Countering Terrorism and their action plans. The member institutions of the National Committee were also subject to analysis.

Furthermore, our research focused on the political will, strategic approach, institutional setup, the legal framework, awareness-raising, transparency and accountability. Since this is the first out of the three reports planned, we consider this report to be a Baseline Shadow report. The research was performed in December 2021 and represents the current situation in relation to P/CVE & RRR of RFTFs and their family members.
